Attempting to “reclaim stolen property” in this way just gives more power to the bureaucracy that stole it in the first place. The government acts as a broker between thieves and victims. Government power increases with each such transaction — even when the victims and thieves are the same people!
The best strategy IMHO is to stay clear of both ends of government to the extent possible.
