The best thing is to be involved in the world economy (best from the position of longevity, reduced infant mortality, education, and so forth), but when that fails, technology can still deliver benefits to those who have been kept by corrupt and dysfunctional governments out of the global system. We’ve seen wind-up radios and flashlights that provide power and news and entertainment to people who have been failed by state-monopoly power companies, cell phones that provide telephony when state-monopoly landline systems have failed, and now high-tech herding.
