I pulled up the Economic Freedom of the World 2009 Annual Report and noticed that Haiti ranks 4th from the bottom in "legal system & property rights". While it's clear that Haiti desperately needs short-term humanitarian help, they also need long-term help in developing the systems that support freedom and the rule of law -- and bring the the prosperity that occurs under such systems.
